Hey John, Yes, I did, but I was able to do a successful system restore and it seems to be working fine so far.

I thought it may have been a corrupt user profile but if a System Restore fixed it then hopefully that solved the problem.

The only problem I am having is that Explorer is not working

If you type Run in the Search box and then explorer.exe > okay does explorer start?

Okay, sorry about that. That is normal. This is explorer, exe you are talking about and not Internet Explorer, correct?
Open regedit and drill down to this key
Under the Shell subkey do you see only Explorer.exe under the data column?

I am not sure what the problem is. You can try running a sfc /scannow and see if that will fix and file corruption. As it stands now with explorer.exe not running you do not see any icons on the desktop, correct? What are the current symptons?

There are no IE icons on the desktop but in All Programs, there are 2...Internet Explorer and Internet Explorer (64 bit)

I just did a sfc /scannow are the results says "Windows Resource did not find any integrity violations.

Just to be clear, when you say Explorer do you mean explorer.exe or Internet Explorer?

Can you open IE from the start menu after the system restore?
