Turn it all the way off (properly).
Remove the power cord (and battery if possible).
Replace the power cord (and battery).
(If it doesn't have a power cord attached and the battery is not removable, leave the computer off for at least 15 seconds before continuing).
Touch the power button, and start tapping the [F8] function key about once per second or so.
With any luck, after a few seconds or so you should see the white-on-black Windows menu allowing you to select "Safe mode".
