This is not a normal characteristic of Windows 10 (unless what you're talking about is the Welcome to Windows 10 stuff, which I got rid of by dismissing and unchecking the checkbox along the lines of "Show this message at startup."  It's been to long for me to recall the details).

If you can't determine where this is coming from, or why, I'd try a Reset of Windows 10 using the Recovery Pane of the Update & Security settings.

I heve been on Windows 10 for almost a year and I have installed it at least 25 times and I have never heard of this. Is there anyway that you can describe more about this because it sounds interesting?
