Blurry photo on iPhone 5s

Today, I check an old photo taken in August on my iPhone 5s. It's very blurry in the first place, and there is a loading icon on the right bottom. When the loading is finished, which is very slow, the photo becomes clear. I've never seen that before. The photo would be clear the moment I clicked on it before. What's the problem now? Here is a screenshot of it:
