I know I have bluetooth on my Dell notebook.  I have connected my

cell phone to my USB port, but I can't find the device the same way

I find my flash device.  What do I need?

You need software according to your cellphone model, if it's a Nokia use Nokia Suite, or Samsung use Samsung PC Suite (older phones) or Samsung Kies. (newer phones)
