Not too familiar with windows 7 in terms of remote connections, running mobile applications, etc.

1. I keep getting re-directed when surfing the web.

2. My email accounts have been logged into. (I delete browsing history/cookies often)

3. I have done two fresh installs (reformat) but I believe my RECOVERY partition had been manipulated in some way.

4. I am unable to update some drivers which I know is the root cause

5. Norton anti-virus program may be some kind of fake application/program

6. I have noticed some file extensions have been changed (Scripts)

Any suggestions on how I could locate the source manually?

Since you are being re-infected after a factory reset. I would reset my router to factory settings, also might be worth grabbing your key with Magic Jelly Bean Key Finder  Then, you will need to install from scratch, here are free legal downloads for Win 7. Since you said that you used the Factory reset, instead of a fresh format install.
