Extreme Keyboard and TouchPad lag after chkdsk

Hello, I'm having major issues with my inspiron 1720 since last night. It was working without issue until the power cord came unplugged and the battery light kept flashing. To stop this I restarted the computer. It ran chkdsk and then came back up.

Since then my keyboard is extremely laggy, to the extent where I can type an entire sentence and it will pick up only 3 letters. My TouchPad is also either very laggy or non-responsive. Each time the computer restarts it either skips all around the screen and is very difficult to maneuver or just doesn't work at all. It's about a 50/50 chance for either.

I've used other steps I've found on here before which included minitoolbox, CCleaner, adwcleaner, JRT, Hitman, ComboFix, full scan with panda, HijackThis, rkill, chkdsk /r, tdsskiller.

Nothing has helped. It worked without issue at all up until I restarted it, now it's acting as if something is using all the cpu (but nothing is).

Same issue in safe mode.

However,when I use TeamViewer to remote in to the computer (when the mouse doesn't work) the computer doesn't lag when I type..

Any help would be awesome. I
