my laptop wont start up to even complete the restore. once it boots down to restore, it just wont start back up. its just the fans running and sounding like its gonna come on but it just sits there.

It would help to know the make and model of the laptop. You need to back up all your data before doing a factory reset? Any programs you downloaded and installed will also be gone so make sure you have the install media and any license keys.

on the top below the screen it says Compaq and above the keyboard it says Altec

If the computer originally was installed with Windows 7 then you can tap F11 at boot to bring up the Factory Restore Manager. If the computer was upgraded from Vista, then you will get Vista. Is there a tag on the computer? It's called a Windows COA and should say what OS was installed on the computer.

 

Is this a Desktop or laptop? If a laptop, the stick would be on the bottom of the computer and the model number in the battery compartment. If a Desktop, the COA will be on the side and the model number on the back.

the first link doesnt work and its the one i needed lol. but i can make a guess. on the bottom it says windows 7 home prem OA and under it, it has HP. the model number is HSTNN-UBOW

If you tap F11 at boot do you get the HP Restore Manager? That number you gave is a battery model number. I missed your first post saying this is a laptop, sorry.

This will wipe all programs and data on the computer and set it back to a factory state so make sure your data is backed up.

its difficult to get my laptop to turn on. is there a way to get to it after its already booted?

See my link. It shows how to get to the Recovery Manager after booting. Did you find a COA (Certificate of Authenticity)?
