TAP Windows Adapter 9.0 on Vista...no install???

Trying to get TAP WINDOWS ADAPTER 9.0 to run on Vista. I can see it is installed in the device manager, but it has the YELLOW SIGN, showing it is not operating. I tried to find a driver and download, but it still will not work. Any idea why this will not install a driver? I have stopped antivirus, firewalls,etc. I even tried starting with F8, so no driver signature was required... Still no luck

Have a look at this topic on another site. It appears that this adapter/driver is only required under some conditions, see #3 :-
