Is a 1.8 ghz hp with a quad processor faster than a dell 3000 3.2 ghz computer?

You can't compare processors by clock speed. There are lot of things that can affect CPU performance, for example: the size of cache, instructions per second, microarchitecture, core count, Hyper-Threading, Turbo Boost and others. All of these can affect CPU performance depends on the application you use.

 

If you want to compare both processor, please tell me the model number and I will compare it for you.

Please do the model numbers are Which one is faster a Dell Inspiron 3000  Computer with a 3.2GHz Intel Pentium G3250 processor with 3MB cache  or a HP 251 Computer with 1.8GHz AMD A6-6310 quad-core processor with 2MB cache?

Pentium G3250 beats A6-6310 in both single and multi core performance, so Pentium is faster.
