I was looking at 2.0 usb at Comp USA and one of the usb package said that a 2.0 usb installed on a 1.1 usb will still run at 1.1. I'm confused about this. Does someone know if this is accurate?

You do not install it on a usb hub. You install it in a pci slot - it is a usb hub.
It will have nothing to do with the usb hubs or ports you currently have - it will give you up to five more, depending on which one you buy.

You can get the pci cards which will have the usb2 ports on then so you will have to plug your usb device into the back (where the pci card is), or you can get one which will install in a pci slot, have usb ports in the back and have additional ones you install in a front panel which replaces one of your case's pop out panels - it depends on what you need and what you want to pay.

Here's one from COMPUSA

and another:

and another:

and another - this one has the 4 Port USB 2.0 3.5” Bay Adapter included so you get two ports in the back and four in the front:
