Budget PC Build

I am finishing a budget build on an HP wx 6400 running 2 xeon 2.0ghz cpu with a 575 watt PSU. I have 12 gb of ddr2. I am currently running an old 1gb ddr2 gpu as a placeholder but am looking for a "best bang for your buck" gpu. the problem is that both of my +12 rails are taken by cpus so I need something I can run off a splitter on the +12 17 amp cpu1 line or the 75watt pcie x 16 slot. I want to be able to run visual studios without much lag and play fallout 4 even on low settings. Any advice would help.
