Why is my computer trying to download things when I run Skype?

I was trying to log in to Skype today, and instead of getting my contacts list after logging in, I was greeted with this strange prompt. I remember it happening before, when I last logged on to this computer(two years ago) and attempted to install Notepad++. I chose my install path, selected the options I wanted, and I was greeted with a similar window. In other words, this has happened before.

How do I get Skype to work again? If there's any vital details I glossed over, please tell me. Thank you, and I apologize for the short post.

It might be related to Internet Explorer and/or html file association.
You can read 'File Download' Pop Up asking me to download 'chat... for further info.

Thank you, but it looks like it fixed after a Windows update. I'm back!
