Try Ringtone Maker. It can copy, cut MP3, save the clipped audio as a new audio file and mark it as Music, Ringtone, Alarm, or Notification.

Ringdroid is also a good choice.

Ringdroid is also a good choice.

Agreed but it doesn't support all formats such as .ogg or .flac

But if your looking for a good file converter try The File Converter PRO https://play.google.com/store/apps/details?id=com.ghostmobile.mediaconverter

Note: It requires a good internet connection because it converts the files via the cloud.

There is another nice app for this purpose "MP3 Cutter & Ringtone Maker" .It's a dual purpose app available at Play Store with good user feedback....
On incompatible phones, it may be installed with its APK.

I  use it on PC / Laptop and then connect Android Phone and import file.
