Nothing significant in the perfmon report.
Many hosts file errors in the System log file.
Have yoiu done anything to your hosts file?
There are a number of these types of services listed as having problems in the System log file: User Data Access_680d9 service
Yet I cannot locate them in the MSINFO32...Services entry.
Have you scanned the system for malware?

Beyond that I'm thinking that there's a hardware problem - maybe an under-performing power supply?
Please disconnect anything that's not needed to boot/run the system and see if that helps.
