I have an HP Pavilion dv7-1245x that will power on  (lights come on and fan runs for a brief second) but nothing will come on screen. I have been on HP forum and tried the hard reset and tried using 1 stick of ram without sucess. I have read several suggestions on the HP forum but no soild solutions were found. I have been told it may be either a power supply issue or a bad integrated graphics card. Any suggestions would be helpful.

I'm assuming you have already tried the power supply-motherboard-ram post test; the ps-mobo-memory-1 internal HD post/boot test?

What happens with the ps-mb-mem-1 in HD-keyboard & then keyboard & mouse post/boot test?

I have tried all of the suggestions from HP and the resets. When I turn it on there is one beep and the lights come on with the fan then the caps lock light and the number lock light about every 5-6 seconds. The screen remains black. I do not have an extra power supply to test with.
