Will not shut down, IE Blank screen

Hello and thank you for taking the time to help me.

My mother's Windows 7 Home 32bit machine has two problems...  Firstly, it will not shut down without powering it off with the power button.  When you click Start-Shutdown it hangs on the 'shutting down' message.  There is not error presented or complaint about trying to shut something... just 'shutting down' lingering on the screen for as long as you can bare it.  Pressing and holding the power button until power is cut is the only way to shut it down.  No external usb devices are attached other than the USB Wifi device and this is the same device that has been with the machine for over a year and was not a problem before.  Secondly, the internet can be terribly slow at times.  I reset Internet Explorer 11 and it works well again for a while.  I suspect that the hard shut down sometimes results in the system recovering to an earlier time when I had some sort of malware on the system that impacts IE until I reset it again.

Looking forward to any insights you may be able to give me.

Your logs are clean and nothing suggest what may be causing the issue.

If not already tried make sure all programs, browsers are closed before shutting down the computer.
Any improvement?

Start the computer in Safe Mode with internet connectivity.

Surf with your browser for a few minutes.
Shut down the computer.
Is the issue persisting?
