free space does not increase when I delete files

Hello. My laptop is a hp15 notebook pro.I used to have a free space over 200 gig but then I got new movies and it dropped below to 197 gigabytes. Shortly after I discovered that each time I delete a file and empty the recycle bin too like I always do the new and actual free space shows. going back later to check I'll find it back at 197 gigabytes. Using command prompt to check I found out I actually a total of 212gigabytes.what do I do to resolve this?

The command chkdsk /r will do housekeeping on a given partition.  The last part of that housekeeping is to verify the free space available on that partition.  I suggest you run the chkdsk /r command.

 

If you have System Restore running...it will also result in constant changes to free space.

 

If you do constant or incremental backups...it will also impact free space.

I don't have backup activated and somehow if I do I had my settings changed to backing up files to external drives. How do I resolve this?
By the way the command chkdsk/r didn't do any of what you said. It looks like it created a guest account.
