Getting Webcam On-Off to work

I have installed a small utility which turns the webcam on or off and has other settings for controlling it. The recent updated version does not work on my 2-in-1 Tablet, just the same as the earlier version, which I could not get help with so I abandoned it. I am really hoping to get it working this time.
 
The program and all its settings runs OK but all I get is a black, blank screen --- no picture from either of the built-in cams.
 
The hard-ware (chip?) is an Intel® Signal Processor OV2722 --- in common use I understand.
 
Both webcams are working alright, with or without the (not very good) apps from the Store.
 
I tried hard to get help from the publisher with the earlier version without getting a response. Perhaps as it is an update I will have more success this time, but just in case can anyone give me advice on this forum?

PS  I don't know if this is relevant. There is this error reported in Device Manager>SignalProcessor2400>Properties>Events

 

Device DISPLAY\INT0F38\4&35aa7537&0&UID134968 requires further installation.​

 

There is also a notice about a broken Snap-in.
