When i select "restart", my computer sits on the restarting screen forever, and i have to hold the power button to turn it off, however if i select "shut down" it turns off just fine

First of all - welcome to BC !

However this is the section for introducing yourself, not for problem solving. What you need to do is start a topic in the section relevant to your computer at the top of the forum main page, you will sections for everything from Win 10 to DOS.

Click on the 'Start new topic' button, give your topic an informative title and start writing. It is a considerable help if you include details of your computer - make and model at a minimum - and exactly which version of your operating system you are running.
