File downloads from the internet stall

Windows XP Pro SP3 - Dell Inspiron Laptop


Recently the hard drive crashed and I had to replace the HD and reinstall Windows XP Pro sp3. I installed the latest version of FireFox and the rest of the programs needed. I did not have the driver disk for the printer so I went to HP's web site and tried to download the driver. After several attempts and restarts I was able to download the 70 MB file.

This did not include the full software package. This file is over 500 MB and every time I try to start the download, it stalls at about 25 MB and times out. The ISP is Charter cable and I have a very fast connection at 60 MBPS. Normally this file would download in about 10 minutes. I have tried resetting the TCP/IP protocal and resetting the WINSOCK. I have also tried disabling the firewall. None of these have corrected the download issue on this laptop. I would very much appreciate anyone's input as to a remedy.
