New USB Mouse Locks Up

I have a new USB mouse that keeps locking up.  Sometimes 5, or up to 15 miinutes. 

If I emove the USB connector for the mouse, the computer will recognize it again and it will start working.  Again, for 5 - 15 minutes.

It is new and I got it off EBAY and it didn't cost much.

You may say, "you get what you pay for."

I could just get another mouse, but wanted to see if anyone had any suggestions to getting this one to work first.

I uninstalled and reinstalled the mouse.  It installs automatically.

I have Windows Vista 64 Bit.
