Boot Loop

I have a repair shop but this issue is kinda throwing me for a loop.

Dell inspiron 15 running windows 8

This computer was brought into me for a virus removal. I turned it on and it boots fine.

I shift + restart and try to access safe mode but when it tries it just reboots to normal mode. I attempted this twice. After failing safe mode twice I opened msconfig and set it to boot in safe mode ever since then it continuously boot loops and i cant boot it normally.

I put in my win 8 disk I had laying around and accessed advanced options.

Startup repair gives me this error:
"Startup repair couldn't repair your pc
log file: c:\Windows\system32\logfiles\srt\srttrail.txt

After that I opened Command Prompt. When the screens opens it says "Administrator" at the top and the directory it's on is "x:/sources". I try and run sfc /scan now and get back the following error.
"Windows resource protection could not perform the requested operation."

Can someone please help me figure out whats causing this issue?

 

 

Startup repair gives me this error:

"Startup repair couldn't repair your pc

that file has this in it. I get the same error whether I use the cd or internal advanced options.
