I have some Cd of exam Cram and other IT study materials That I would burn a copy of and give to anyone who wanted it.

I paid for the material but would burning a copy and giving it away be considered piracy? Against its  eula

Almost certainly !  You are normally allowed to make one copy for personal use as a backup against accidental damagge and such like but you are not normally allowed to pass them around to all and sundry.

I would check the EULAs because some material of this type is specifically not copyright. If you no longer need this material you may be able to give the originals away to someone else but it is very unlikely tha you would be able legally to make copies to give away.
