I've tried googling it, and it didn't give me any results.  So does anyone know what this is?

You're right, it seems that there's not a lot of information about the KB2962806. I managed to find a download URL for it (from the Microsoft Download Center) and I downloaded, then extracted it. It looks like it's an update for the .NET Framework 4.5.2 that was removed because it caused issues with VMware from what I can see online.
