MOVED from AII,,Webcam not working, can a virus be infecting it?

I have two computers are home both link together via my cable router (including wifi).  Both computers are displayig the same error message when attempting to access the webcams.  i have connected external webcams and the error message is the same.  I have also uninstalled the generic webcam software and reinstall it plus also installed another webcam software to see if that would work but to no avail.
The error message is:
can't start video. Try closing other programs that might be using your webcam.
There is no other program that is using the webcam. I have used Microsoft Process Explorer.
My Aspire 7741z-4633 is currently running Windows 8.1
Any help would be appreciated.
