How can I tell when a pdf I have downloaded from the web was uploaded to the web

I have downloaded a pdf from a website. I am trying to find out when the website owner uploaded this document. All I can see from Sumatra - document properties is a creation date of October 1 2015. I first  saw this document on the website on October 13 2015. I am trying to find when exactly the document was uploaded to the web. How would I do that? Is it in fact technically possible?

You might try asking the website owner if they have a log from the website server showing when the file was uploaded.

Thanks for your reply, Spyware Doc. I'm suspecting that the website owner won't cooperate with such a request, but I'll try it and see....At least I know exactly what to ask for.
