Turn Off Computer Hang

I have an older computer that takes about 3 minutes to get the box that gives you the option to turn computer off, restart, etc. after clicking Start menu and turn computer off.

I tried restarting, then kept trying different programs that I usually use, with task manager open. The box kept popping up instantly. Eventually I did other stuff, and when I was shutting down, it hung. Really annoying to wait 3minutes or so to get the shut down started.

Seems to take a long time to shut down, too.

Any suggestions?
