Small local internet providers intentionally spreading viruses / spyware for $$$

Anyone ever heard of this?  In talking to some computer people I have known for a long time, the word is that small local internet providers will intentionally spread some sort of virus or malware to their customers, in hopes that the customers will bring their computers in for repair, then that local internet provider MAKES MORE MONEY.  Getting it on both ends!

 

Create the problem, sell the cure, I guess.

 

I was trying to find links to any news stories of this, but didn't see much. Anyone know anything of this?
