mouse and keyboard freeze

Windows 7



Soon after booting up, I begin to occasionally hear the sounds associated with USB devices connecting or disconnecting, but nothing seems to be affected.  Then within a few minutes, with or without those sounds, I find my mouse sticking briefly, off and on.  After an indefinite time, minutes or an hour or so, both the mouse and keyboard freeze completely, simultaneously.  I then need to turn off the computer without shutting down.  When I boot up again, the same process occurs every time.  I have checked using a different mouse, and a shop has told me it is not the USB outlets.  What could be causing this?  I have done virus, malware, and spyware scans.
