"out of system resources" error message all over Win98

I am getting an error message all over Windows 98. It happens in a wide variety of programs and games. most predominate in Jigsaws Galore 6.02 which only requires 64 MB of ram according to the help file. I have 1024 MB ram. Not just games, but regular programs are getting this message as well. I did a search "out of system resources" but didn't get anything relevant, with quotes got "no results for" on both Google and Yahoo. I didn't even get any old archived results. This seems to be unheard of to search engines. Can anybody help me please?

That is strange, as that is even a good amount of RAM for XP. Are there any processes eating up excessive memory?

Yes, there is, I call 'em the Louie, Gui, & Gus heaps, or stacks, set by either win or system ini -- lemmie look up my archive for W95/98, I'll post an addendum right below this line.  Give me some minutes, I'm doing Windows Updates on all 3 computers.  I have a problem -- the below may be for Windows for Workgroups 3.11 -- you will have to experiment and/or research for the SDK for WFW 311 or SDK for Windows 95/98.  The more and more I find, I really think this all belongs to WFW311 rather than Win95-98 -- but, again, experiment...
