When I am shutting down Win 10 I get a row of Chinese characters preventing the shut down for a few seconds, then shut down continues  ok.

I have run ADWcleaner nothing found. I also have Malwarebytes running nothing found. And Eset antivirus running.

Should I be concerned?

What are the language packs you have enabled on your PC?  That's the first idea: if bilingual, the Chinese characters are likely the same message as one would see in English, except it's Chinese.  I can't read Chinese anymore, but surely someone visiting the Board can, if you can somehow capture what shows.  You might even be able to run it through Google translate, depending on the character set.

Secondly, many of the KBs now issued have warnings about how you cannot install language packs after you install those KBs, so if you didn't know and installed a language pack, that's why you might see a second language.

But if otherwise the machine is okay, then maybe don't worry.  Are there any other problems?
