Connected to Internet, browsers not working

Working on a friends pc.  He complained of no internet access.  He has Windows 7, 64bit and uses IE 11.  He also has Firefox loaded.  Neither browser works.  IE = Page can't be displayed.  Firefox = Crash Reporter.


I currently have it im my network.  I can ping websites and get responses just fine, I can run Windows updates and it communicates fine.  I have run Malwarebytes, MSE, JRT, AdwCleaner and a few others with no findings.


I have run numerous Command Prompt commands as Administrator and nothing fixes the issue.  I have multiple other wired devices on my network along with a number of wireless devices attached and no issues with any of them.


Please advise.
