It will be my Wife's birthday in a few months and she loves Chinese Karoke (Mainland/Taiwan)

Is there a way to convert a commodoity PC into a Karoke machine for little or no cost to play these songs?

I would imagine it would need a couple of sounds card and Microphones mixer and a way to play tracks....

Any ideas?

You can pick up one fairly cheap for $35 - $100 or more depending on the quality you want. We just sold one for $25 about a month back:))
