Hello and :welcome: to Bleeping Computer

Restart your computer, and then press F8 during boot
Choose Safe Mode with Command Prompt
Now, choose the damaged account and in the command prompt, enable this

net user administrator /active:yes

Now restart your computer and log into a new account Administrator
In the Administrator account, follow the steps in https://support.microsoft.com/en-us/kb/947215#/en-us/kb/947215

If it is successful, then disable the hidden Administrator account by

Clicking on Start
Type Command Prompt
Right-click on Command Prompt and click Run as Administrator
Now, in command prompt, type this

net user administrator /active:no

If I am helping you and I don't respond within 2 days, feel free to send me a PM

where do i go to to enable the account i log on safe mode with command prompt i choose the damaged user account then i see a black box is this where im supposed to what you asked

Well, in the black box, type this

net user administrator /active:yes

and press enter

After that type this to restart the computer

shutdown /r

Now, a built-in hidden account Administrator should be available. Log into it (there is no password), and then follow the steps you were doing with this:

First of all, you should disable the Administrator account because it is a security hazard to keep it on

To do so:

Press WindowsX

Click on Command Prompt (Admin)

If a warning comes warning you that Command Prompt wants to make changes to your computer, click Yes

Now, type this

net user administrator /active:no

and press enter

That should disable it

Well, usually it is not malware that cause it, but you might want to do the monthly maintenance including checking for viruses, updating software and Windows, etc from time to time as it is a good security practice.
