"Validate copy of your WinPc license" popup thing won't go away

it pops up upon logging in, sometimes a bit later. I can't exit out. one day it just started showing up. I can't find help on it and nothing seems to work.

I found that by going to task manager that Windi (32) was running. I searched the C drive and found Windi and deleted the .exe file. On the next reboot it was gone.
