Win 8.1 pc extremely unresponsive/won't log in.

I was using my computer normally like I when it started to hang tremendously. My pc suddenly stopped responding for a couple minutes, forcing me to turn it off by pressing and holding the power button.
Now when i start the computer up it will boot up albeit slower than usual. When up on the profile screen, it would let me put my password in but gets stuck into a loop. If i try to restart the pc via the same screen, it loops as well and won't go anywhere. I am not able to boot up into safe mode and i don't have a recovery disc. Any ideas?
