No power when LVDS cable is plugged in...

Hey all, I'm trying to repair a customers Dell Vostro V13 and I'm stumped. I've broken down the laptop to the main board only and when there's no video cable plugged in, I plug in the charger and it powers up. As soon as I plug in the video cable and plug in the charger, there's no power and the charger has a light clicking sound. This is a new system board and new LVDS cable.


Things I've tried: removing from casing to make sure nothing was shorting the board, removing and replacing RAM and CMOS battery, three different chargers, and reseating the LVDS cable about 100 times. I'm attaching images of the board with and without video cable to show power status.
