Can't download or save a file in Internet Explorer 11. Please help

I am helping a friend who is having a problem with his All-in-One Dell Computer running Windows 7.  I have been all over the internet looking for answers but have not had success.  Whenever I try to download any file it will not download it.  I can't save with it either.

 

I did download Google Chrome and it installs and does work properly.  I am almost to the point where I believe I am going to have to reinstall Windows in order to correct this problem. Google Chrome will work but in order to do Windows Update I believe that you have to have Internet Explorer functioning.

 

My friend wants me to help him put Windows 10 on the machine but until I can get the Windows update to work I am dead in the water.

 

If anybody has any ideas on what I can do, I would sure really appreciate your help.

 

I've tried to remove update for Internet Explorer 11 but it goes so far and then says it can't be removed.  I've had the same kind of problem with Windows Update.  Can't download any update.  I thought I knew a lot about computers but I am lost.

Is SP1 installed?

 

I would also suggest updating from IE 8 to IE 11, then installing all critical updates...before using IE again.  You can download IE 11 using any browser...from IE Downloads .  To use the Windows Update machinery, you must use IE but there are many standalone downloads of key Windows parts and MS programs that don't require IE.
