CPU fan keeps turning on and off

Since I upgraded to Windows 10 my CPU fan keeps turning on and off. My Intel i3 LGA 1156 CPU will go above 160F if I view a video and sometimes the CPU fan will kick on and sometimes it will not. I have a Intel utility program that monitors the Tempatures, fans and voltages and everything else is normal. Could this be the FAN or the motherboard malfunctioning?

CPU fan keeps turning on and off

160°F is only 71°C which is not excessively hot, especially under long-term stress as you described. No CPU fan should turn completely off; probably what is happening is that the Cool & Quiet feature on the BIOS is lowering the RPMs of the CPU heatsink fan to the point where you don't hear it, which is normal. I assume this is a laptop or notebook, which usually run warmer than a desktop computer. If everything is running properly and the unit is not shutting down, BSOD-ing or suddenly rebooting don't worry about it.
