I have a hard drive with 2 partitions, one responding the other says it is inaccessible. Error checking says that windows cannot access the disk. Is there any software that could help?

Are you saying you have one hard drive with two partitions with one accessible and the other not? Can you provide a screenshot of disk management showing the disk?

I think the directories is either corrupted ..or there Is administrator permission.
if the directory is really corrupt.. then u will need to download EASEUS PARTITION AND RECOVERY software to recover all ur bunch of data ..before u format it to reset the directories ..of the HDD.
