Internet Explorer 11 screen goes white/flashes surfing slow/choppy

I'm using Internet Explorer 11 on my Windows 8.1 laptop.  When on the web (usually news sites with video, photos, etc., the surfing is slow and choppy (hesitant when scrolling up/down).  After a few minutes, the website page goes blank (bright white) and I will either get a message that "the internet has stopped working" or sometimes the page will recover and start flashing.


I have gone as far as "Refreshing" my laptop (gone back to factory default, leaving personal files), but the problem started again right away.


I have also run Malwarebytes, but no threats were found.
