cortana how do I turn it off or /delete remove it completely.

I have never turned this or activated it. It trurns itself on and off and it will not let me uninstall it from add/remove programs.

It is running right now useing 54% of my cpu according to task manage.

You cant really shut it off

 

I never activated Cortina, and its still active in my Task Mgr

After you posted that, I went to look around my Task Mgr  and looked up what everything was, thats running

 

Mostly stuff from Acer (I dont use) and Microsoft tracking software

You can turn Cortana off from using the internet but the part that searches your computer will still be active. Cortana is the new search function in Windows 10. To turn Cortana off; you will need to turn a few other well hidden things off also
