We need your PC Make & Model so we can check for drivers.
Also you can try to donwload the driver on your smartphone or another PC then transfer the file via WiFi or USB.

Try to reset winsock.
Open command prompt and type:
netsh winsock reset catalog
Then restart your computer.
If this does not correct the issue we need to know your PC model.
