I've using a copy of outlook 2013 that displays "Sorry we couldn't find what you were looking for" if i try to run any type of search, i can get it to function if i've disabled the Windows Search and Indexing services through Add/Remove windows features.

I've tired:

Reinstalling outlook, deleting and reconfiguring the outlook profile, rebuilding the index with both Outlook selected and deselected, repairing my PST, even backing up everything, deleting everything, reinstalling/restoring everything of outlook (not windows).

has anyone experinced similar and/or know how to fix this?

I got a similar problem but I don't know the fix. I'm also glad with a solution. To bridge the time I use a third party tool which is called lookeen. Its free.
