Better cpu or new build?

Hey all,

I have been thinking about getting a new processor for my desktop but it is LGA775.
Would I be able to get one above 3.2 GHz quad-core or is it better getting a new mono and cpu (i3)
Also, would I have to change anything on my HDD (yeah, still not using SSD) to be able to use a new mobo? And finally (this is a bit off-topic) would Garry's mod for windows 7 32bit work on windows 10 64bit?
