Ciphered files and lost digital certificate, any way to decipher without it?

My friend formated his drive and after a few days he noticed that in his external hdd he had several files he couldn`t open so he called me, these files where ciphered and i have no way to recover the digital certificate, i dont think/know any way to fix this for him and didnt find any other info on how to posibly break the files to access them again.


So if there is any viable way to help him out i would like to know, thanks for any help you can give.
