Disabling Data / Internet use on a time basis

I have someone who needs to block internet / data use on her phone in the evening, but we don't want to disable voice and text on the the phone at any time. It's a Moto G Gen 2. I'm thinking that parental control software should do what I need. Does anyone have any suggestions, or any other approaches?

I'm pretty sure there is an IFTTT recipe to turn off mobile data and or wi-fi by time.

 That's a great idea. The problem is that I need this to completely automated for one thing, and for whatever reason, it looks like you can only do this for wi-fi. Otherwise, it's a text notification. Also, I need it to be under that administrator's control, not the user's. Something similar to parental controls.
