New Laptop: Downloading Music and Browsing Web (Windows Operating System)

My brother is looking for a new laptop.  He doesn't need anything fancy (his last desktop was bought in 2002 lol).  Basically, he wants it for downloading and storing music on ITunes, and he also browses the web a lot.  His budget is a maximum of $700, but he would preferably spend less than that.  As for brand, he's not picky.  He doesn't want a laptop/tablet combo, as he has several tablets already, so just a laptop is needed.  He doesn't do a lot of gaming (maybe a couple of internet games here and there, but nothing extensive).  Mainly he just browses Craigslist and forums haha.  Definitely Windows operating system though.  I don't know much about Windows 10 or how easy it is to use compared to 7 (I personally found 8 really hard to get used to....), so if anyone has any opinions on that, I would love to hear!  Also, I don't know if this matters, but I'm in the U.S, and any tips on where to buy or if a warranty is recommended, that would be fantastic.

Not really, mostly close them out.  Maybe have 2 or 3 running at one time (one being the internet)

Yes
Will you be overclocking?
No
Location for online shopping/shipment/prices?
Preferably Best Buy, okay with having to ship to the US, the cheaper the better though
How many monitors are you planning to use?
Just the laptop screen
Do you need peripherals? OS?
Windows
Any particular reason why you are upgrading?

Old desktop was from 2002, needs to be upgraded and brother wants something portable

Also, he uses the laptop outside a lot.  He works on cars/jet skis/snowmobiles, so a durable laptop would be nice.  I don't know if any have a reputation of being more durable than others, but any opinions on that would also be appreciated!  Not that he's going to throw it around a lot or anything, but the laptop might be exposed to some dirt, etc.
