Is internet explorer safe to turn off just a ??

By turning off, do you mean disabling or removing or uninstalling?  None of those is necessary.  Even though my IE is kept in mint working condition, I simply do not use it unless I run across a web site that requires IE.  What I have not tried is using Autoruns to turn off IE, not sure if that would work; I do know: don't use msconfig for such things [except for troubleshooting].
